When they do it through the voting booth we call it the Voice of the People."

The so called democracy is a system that developed for centuries, various means for protection of the minority opinion (especially means for protection of people bearing this opinion) is one of the key traits of democratic states.
The mentioned rule of thuggery you will find in the past USSR, modern Iran et cetera, and this is why they are democracies only on paper.
