This is SO TRUE and it makes me mad. Like how women dressed up sexy get mad/offended when men they don't find attractive compliment them or ask them out. Grr.
For me, I think it depends on how it's done. I've had and seen very graceful, friendly declines in which both parties still 'saved face'/had no hard feelings, and I've seen and experienced extremely awkward, naive or downright obnoxious advances. (As well as the spectrum in between.)
