I've tried a lot of different alternatives: MeWe, Hubzilla, diaspora, Minds, Telegram, Discourse, Scuttlebutt, Matrix/Element, Zulip, Rocketchat, Movim, etc.

Some of them have architectures I like (such as Scuttlebutt, Hubzilla), but the UI sucks. Or they're excessively buggy (Movim). Or they have TOS that allow them to censor in a similar fashion to Facebook.

I also find that most people are very resistant to putting much effort or time into a new UI and are very intolerant of rough edges or bugs. Facebook has put billions to put into polishing their UI, and people are already very familiar with it.

I currently think that Dreamwidth is probably the one that we could get people to move to the easiest. It's a Livejournal fork whose UI and customs will already be familiar to many people here. It's been around for 10 years so I don't think it's going away any time soon. If the Dreamwidth team turns evil, someone else can fork the code.

Dreamwidth has its flaws. The image uploading process is clunky. Their TOS allows them to delete accounts and content at will. However, I don't think they'd censor the kind of things PM users want to post.

My suggestion would be for folks who want to encourage others to go there would be to post on Dreamwidth first, then put the link on Facebook.
