In times od National Emergency, the authorities can suspend the sale of intoxicating spirits, so that issue can always be resolved that way. A more responsible Mayor might have tried to limit pre-hurricane alcohol sales.

I think the mayor definitely screwed the pooch on this one. Fortunately there were some shopowners who had the presence of mind (a la the LA riots) to harden their shops and arm themselves and thereby limit their losses.
I fail to understand why the larger corporations like Wal-Mart, Office Depot, Staples, etc. couldn't have used a very small portion of their financial resources to hire private security contractors (like Blackwater or MPRI) to go in and secure their facilities.

Someone I know seriously suggested the use of low-yield tactical nukes to quickly demolish the huge number of damaged structures in the city. And presumably people who still refuse to leave...
