Published by the Small Business Survival Committee, the index ranks each state according to 17 criteria related to the "business friendliness" of the state--the lower the score the lighter the burden of government. Here's the ranking for the year 2001--how does your state rank?

Interesting how states where large businesses love to incorporate (Delaware, PA) have such a middling position on the small-business survival scale.

Yes, it is odd. Why don't more states incorporate in say, Washington? (Although aren't Nevada and South Dakota common states for incorporation?)
