As part of the registration of your car/bike/truck you have to pay a premium to them, so then anyone that is injured on the road will have all their medical expenses covered. They've spent a bucketload of money on public safety campaigns because they've worked out that it actually saves them money in the long run, since they then have less insurance claims to pay out.
It's an interesting side effect of not being in a fully free market, they can create a media campaign that is for the public good and not have to worry about it benefiting their competitors as well, so it actually makes financial sense for them to do social good.
