A big reason why markets work better than governments is because customers can generally take their business elsewhere at a relatively low cost. Conversely it's quite costly to switch to a different provider of government services--frequently, you must be willing to give up contact with friends/family/business associates, sell your home/land, learn a new language/culture, etc. Therefore, people will tolerate truly abysmal government service before they become incensed enough to do something about it.
